UDAN 2022 (Udey Desh ka Aam Nagrik)
Prime Minister Narendra Modi-led NDA government has launched a new UDAN scheme 2022 or Udey Desh ka Aam Nagrik Yojana to make air travel affordable. Under the new UDAN scheme, people in Tier 2 and Tier 3 cities can travel by air under the UDAN scheme at the rate of Rs 2500/- per hour only.
UDAN (Ude Desh ka Aam Nagrik) scheme Its main objective is to make air travel affordable and widespread. The first phase of this scheme was launched by PM Modi on 23 April 2017. This scheme is a part of the National Civil Aviation Policy (NCAP). It is jointly funded by the Government of India and the State Governments.

RCS-UDAN Scheme Update
India Now Has 357 Operational Air Routes Under RCS-UDAN Scheme in 4 Years Since Launch: Ministry of Civil Aviation on 27th May said that flight plan Under this, 22 new routes have been operated in the last three days. So far, 59 unreserved and underserved airports with 357 routes have been operated under UDAN in India.
Air travel fare under UDAN scheme
Under the UDAN scheme, fares for regional domestic flights are fixed at Rs 2500 per hour for wing aircraft. An hourly flight can cover a distance of around 500 kms, therefore, the fare is around Rs 5 per km, which is way cheaper than most cab services in the country.
For traveling by helicopter, the fare is fixed at Rs 2500 for every 30 minutes, i.e. Rs 5000 per hour.
Under UDAN Yojana, airline operators provide minimum 9 and maximum 40 UDAN seats in each flight in domestic sectors. Whereas, in case of flights via helicopter, minimum 5 and maximum 13 UDAN seats are provided by the operator. Under the UDAN scheme, fares are capped at Rs 2,500 for 50% of the seats on flights, while the rest are sold based on the current market price. Selected operators are required to operate a minimum of 3 flights and a maximum of 7 departures per week.
UDAN Scheme Objective (Objective)
The primary objective of RCS is to facilitate/afford regional air connectivity.
Promoting the affordability of regional air connectivity is envisaged by support through airline operators under RCS
(1) Concessions by the Central Government, State Governments (with reference to include Union Territories, unless expressly specified otherwise) and airport operators airline operations on regional routes / other assistance measures and to reduce the cost of
(2) Financial (viability gap funding or VGF) supports to meet the gap between the cost of operating an airline on such routes and the expected revenue.
UDAN Scheme Features
- In the UDAN scheme, the participating airlines are selected through a competitive bidding process.
- Central government subsidies to cover Viability Gap Funding (VGF) to participating airlines, on booking tickets using the scheme, and concessional GST under codesharing policy for flights.
- Some of the measures are extended by the state government: for 10 years, reduction in GST by up to 1%, refueling facilities, coordination with oil companies, providing land for airport and ancillary development, trained security personnel and For utilities at subsidized rate. Plus, 20% of VGF.
- At participating airports, there will be no parking, landing and storage fees.
- Terminal Navigation Landing Charges (TNLC) are also Nil.
- It allows ground handling by the selected airline through a bidding process.
- On UDAN-RCS flights by AAI, Route Navigation and Facilitation Fee (RNFC) will be applicable but at a concessional rate of 42.40% of the normal rates.
UDAN airport selection
The airports under the UDAN scheme are selected in consultation with the state governments. The focus remains on resuming operations at un-served airports and revival of dysfunctional airports. A Regional Connectivity Fund was setup earlier under the UDAN scheme, in which the participating State Governments (other than the North Eastern States and Union Territories where the contribution would be 10%) contribute a 20% share to this fund.
RCS UDAN 4.0
In December 2019, the fourth round of UDAN was started. It is concentrated on the northeastern regions, mountainous states and islands. Under this scheme, airports already developed by the Airports Authority of India (AAI) are given high priority for award of VGF (Viability Gap Funding). Let us tell you that under UDAN 4.0, the operation of helicopters and seaplanes has also been included.
According to the Ministry of Civil Aviation, under the fourth round of regional connectivity scheme, UDAN (‘Ude Desh ka Aam Nagrik)’ total 78 additional routes have been approved. Under this UDAN scheme, financial incentives from central and state governments and airport operators are given to select airlines.
