The right to a life free from violence is a basic human right enshrined in Article 21 of the Indian Constitution. Violence or threat of violence not only violates this right but also restricts the freedom of women and increases the imbalance of power between women and men.
It is now more than twenty years since the United Nations Convention on the Elimination of All Forms of Discrimination against Women in India was ratified, allowing all discriminatory laws to be incorporated within its legal system, the principle of equality of men and women. Since then, changes have been made to the law not only to prevent violence, but to create a system that rehabilitates women affected by violence and ensures their access to a violence-free life. WOMEN HELPLINE OBJECTIVES
The objectives of the plan are:
- To provide 24 hours toll free telecommunication service to women affected by violence seeking support and information.
- To facilitate crisis and non-crisis interventions through referral to appropriate agencies like Police / Hospitals / Ambulance Services / District Legal Services Authority (DLSA) / Protection Officer (PO) / OSC.
- To provide information about appropriate support services, government schemes and programs available to a woman affected by violence, in her particular situation within the local area in which she lives or is employed.
- Creation and maintenance of a comprehensive referral database by helplines within your local area.
Proposal of the Women Helpline
Universalization of Women Helpline is specially designed to support women affected by violence, both in private and in public places, including family, community, workplace etc. Women who are victims of physical, sexual, emotional, psychological and economic abuse, irrespective of age, class, caste, educational status, marital status, race, culture and geography will be provided support.
In addition, immediate and emergency services will also be provided to women facing any kind of violence due to honour-related crimes, acid attacks, witch hunting, sexual assault, child sexual abuse, trafficking etc.
This is especially in the context of married women/women in consensual sex who are raped by their intimate partners, sex workers, and transgenders who may be sexually assaulted, but because of patriarchal mindsets and prejudices Treatment is refused.
Women Helpline (Women HelplineProvide 24-hour emergency response to all women affected by violence, both in the public and private sectors. All existing emergency services such as Police (100), Fire (101), Women Helpline (1091), Hospital/Ambulance (102), Emergency Response Services (108), for free legal service NALSA Helpline (15100) And Child Helpline (1098) will be integrated with this Woman Helpline. The proposed women’s helpline will utilize the infrastructure of existing chief minister’s helpline in some states through 181 as well as 108 services.
