by Odisha government Nirman Kusum Yojana 2021 (financial support to the children of Building and Construction Workers for admission into Government ITIs and Polytechnics) has been launched to enable the children of construction workers for technical education, for ITI education to the children of construction workers. Odisha State Government’s Nirman Kusum Yojana Under (Nirman Kusum), Rs 23,600 will be provided to the students of labor brothers for ITI education and Rs 26,300 for diploma in technical institutions in the state.
Children of construction workers will get financial assistance for education in Government Industrial Training Institutes (ITIs), Polytechnics and Diplomas. Along with this, the Chief Minister has also announced to increase the financial assistance for the education of girls by 20% in each phase.
Nirman Kusum Yojana 2021 (Nirman Kusum Yojana)
The Odisha government organized this function at the state level on 6 October 2018 at Jayadev Bhawan. Nirman Kusum Yojana had started. The event was organized by Odisha Labor and Employees State Insurance Department and Skill Development and Technical Education Department.
This Nirman Kusum scheme has been started by Chief Minister Naveen Patnaik for the children of construction workers in Odisha. Under this Nirman Kusum Yojana, the state government will provide financial assistance to the children of the workers to enable them for technical education. As per the provision of the scheme decided by the government, the government has deposited a total of Rs 1.09 crore directly into the bank accounts of 1878 beneficiaries for the 2019-20 academic session. Marking the official launch of this scheme, Chief Minister Naveen Patnaik has provided financial assistance to more than 500 children of construction workers registered under Odisha Building & Other Construction Workers Welfare Board.

Nirman Kusum Financial Assistance
This Nirman Kusum Yojana has been launched by the Government of Odisha to provide financial assistance for pursuing education in Industrial Training Institutes (ITIs) and Diploma in State-run technical institutions.
After the introduction of the new Nirman Kusum scheme, children of construction workers will now get Rs 23,600 for their ITI education. Children of construction workers who have received diploma education in technical institutes of the state will now get Rs 26,300. The state government has deposited Rs 1.09 crore directly into the bank accounts of 1,878 beneficiaries for the financial year 2019-20.
Odisha Nirman Kusum Yojana Official Launch
Odisha Chief Minister launched Nirman Kusuma Yojana to provide financial assistance to construction workers and fund their children’s education in government ITIs, Polytechnics and Diplomas. He also announced to increase the financial assistance for girls’ education by 20% at each stage.
Odisha CM Naveen Patnaik has announced to increase the ex-gratia amount for the registered construction workers. In case of natural death of workers, the compensation amount is increased from Rs 1 lakh to Rs 2 lakh. In case of unnatural death, the compensation amount has been increased from Rs 2 lakh to Rs 4 lakh. Financial assistance for education and health to the girl child of registered workers has been increased by 20%.
Construction Workers’ Welfare Board
The Odisha Building and Other Construction Workers’ Welfare Board was constituted on 03.01.2004 u/S.18 of the Building and Other Construction Workers (RE&CS)Act,l996. Subsequently, it was re-constituted on Dt.14.01.2008,02.08.2011,20.07.2013, and 02.06.2014 respectively.
The Labor Commissioner, Odisha is the Member Secretary as well as the Chief Executive Officer of the board. The Board has its own fund in the shape of Odisha Building and Other Construction Workers Welfare Fund under Rule. 263 of Odisha Building and Other Construction Workers (RE&CS) Rules,2002.
