of government UDAY – Ujwal DISCOM Assurance Scheme 2021 (ujala scheme) is a financial restructuring and efficiency-boosting program aimed at reducing the debt burden of State-owned Power Distribution Companies (DISCOMs). DISCOMs – most of them owned by state governments, with an accumulated deficit of about Rs 3.8 lakh crore and outstanding debt of about Rs 4.3 lakh crore (as on March 2015)

UDAY The web portal www.uday.gov.in has been developed by States/DISCOMs for uploading of UDAY parameters and transparent dissemination of performance of States/DISCOMs under UDAY and is currently under testing. It will enable public disclosure of financial and operational progress made under UDAY by States and DISCOMS on a mutually decided framework basis. Improvement barometer and trend of improvement, an important feature of the portal, will make an objective analysis of the performance of DISCOMs/States under UDAY. A mobile app is also to be launched soon.

While the core component of UDAY is debt management, other measures like enhancing operational efficiencies are also proposed to stabilize the debt landscape of DISCOMs in a sustainable manner.

Four initiatives have been designed as part of UDAY to improve the efficiency of DISCOMs:

(i) improving the operational efficiency of DISCOMs;
(ii) reduction in the cost of electricity;
(iii) reduction in the interest cost of DISCOMs;
(iv) To impose financial discipline on DISCOMs through alignment with State Finance.

Operational efficiency includes mandatory smart metering, transformer upgrades and meters to reduce power lost during transmission and distribution (or theft).

Objectives of UDAY Scheme 2021

The Ministry of Power, Government of India launched the Ujjwal Discom Assurance Yojana (UDAY), which was approved by the Union Cabinet on November 5, 2015. Some of the main objectives of the scheme are as follows:

Impact of Uday scheme

UDAY has addressed 62% of the already existing DISCOMS loans at the end of 2014-15. Maharashtra, Telangana, Assam and Kerala soon UDAY Likely to be on-boarded, about 78% of the State Sector DISCOM loans (except electricity department) will be covered under UDAY.

UDAY accounts for about 76% of the states’ debt, with bonds worth Rs 1.68 lakh crore and has been issued successfully. 2,236 crore has been saved on the QI of FY 2016-17 for the states of Rajasthan, UP, Haryana, Punjab, Chhattisgarh and Bihar on account of reducing interest cost and ensures operational stability of participating DISCOMS.
