Punjab Online Sand Booking Portal
The Department of Mines and Geology is implementing an online Punjab Sand Portal for sale of sand to all the consumers small, medium or large through online medium. All transactions/payments will be recorded through online real time monitoring system. The sale of sand will be controlled by electronically linked document monitoring facility and daily progress report will be uploaded on the portal. The concessionaire of each block will have to inform the sand rate on the online Punjab sand portal.
Summary of online order, quantity of sand available in the mine will be available on the website of Punjab Mining Department. The Punjab Sand Mining Department portal will be a facility available to the consumer and will act as a MIS for the department and the concessionaire. Punjab online sand booking portal will facilitate sale of sand from quarries/sand yards. Online orders can be booked from the Divisional Mining Office or the Sub-Divisional Mining Office.

Registration of vehicles on Punjab Sand Portal
All the vehicles used for transportation of sand will be registered on the sand portal on commissioning of Punjab Sand Portal. These vehicles will have hologram, GPS tracking and other marking facilities. Consumers will be able to hire vehicles online on payment of freight charges at prescribed rates as per the length of the transport. The list of all the registered vehicles along with their contact details will be displayed for placing orders for transportation to the customers.
Punjab New Sand and Gravel Policy
The Punjab cabinet has approved a new sand and gravel policy on 17 October 2018 to curb illegal mining and boost revenue. This policy will bring more transparency in the sand mining business. The Mining Department has launched an online Punjab Sand Portal for sale of sand to all the consumers. All the contracts will be awarded by auction of mining blocks in strategically established clusters through progressive bidding.
On Punjab Sand Portal, all transactions/payments will be recorded through an online real-time monitoring system. The new policy specifies the quantity of sand and gravel that will be called “annual concessional quality” which the bidder is allowed to mine in 1 year. Both sand and gravel will not be sold at the mining site for more than one lakh rupees. 9 per cubic feet and max. The rates linked to the distance will be notified soon, including the cost of loading the vehicle.

The auction process was done by different mines in Punjab but now the auction will be conducted in strategically placed clusters and the contracts will be awarded on the basis of progressive bidding. Only registered companies, partnerships, societies, sole proprietorships, individuals and consortium of not more than 3 such entities shall be eligible to bid subject to the fulfillment of the terms and conditions. Punjab Sand Portal will control the sale of sand to the consumers by electronic document with modern facility and daily progress report will be uploaded on the portal. Under the new policy, the mining rights of concessional quantity of sand and gravel in the mining block will be auctioned through transparent e-auction process.
Presence of officers in mine
The bidder needs to ensure that Site Managers, JE level officers and software professionals are present at all the mines. The bidder should acquire or hire machinery for the mining block for which he plans to bid and the policy shall include the details of the machinery required for different capacity of the mines. The new policy will specify the annual concession amount that is allowed to be mined from a block in a year.
The concessionaire will identify the mines in the allotted block, obtain consent of the land owners, arrange for infrastructure requirements before commencing mining operations. If mining is to be carried out in a river bed, the concessionaire shall inform the Chief Engineer Drainage seven days prior to carrying out the mining activity. This should be done so that mining does not affect the flow of the river or damage the embankments. The Executive Engineer at the Headquarters will act as the nodal authority for providing environmental and other clearances on time.
Capping on sale price to check excess cost of sand/gravel
To prevent regular over-pricing of sand and gravel, a cap has been imposed on their selling price. The sale of both sand and gravel at the mining site shall not exceed one lakh rupees. 9 per cubic feet and max. The distance linked rates that can be charged for each cubic meter will be notified soon. This price includes the cost of loading the vehicle. The Concessionaire shall undertake to send the sand and gravel through only those transporters who agree to transport it at notified or reduced rates.
It is mandatory to inform the concessionaire of each block about the rates of sand on the new portal to be started by the department. Even the online order summary and the quantity of sand available in the mine will be available on the portal. Any person can book online order through Divisional Mining Office or Sub-Divisional Mining Office. state government. Will soon launch Android mobile application for this purpose. All vehicles used for transportation of sand will also be registered on the sand portal.
The waiting slip for transportation of sand will have barcode, QR code features with date and time stamp and vehicles will be tracked with GPS/RFID tag. Geo-tagging of all mines will be done while conducting physical inspection and even the boundaries of mines will be checked using GPS coordinates. This will help in checking whether any mining activity is going on outside the permitted area. The mines which have been auctioned recently will continue to function till the completion of their tenure.
