Dharamshala, India's first smart city, struggles with incomplete projects and poor lighting. The municipal corporation spent ₹30 lakh on unfinished LED street lights. In 2019, HPL Electrical and Power Limited received a ₹24.92 crore contract to install 7000 LED lights. The project remains incomplete. Today, many areas are still dark., the contractor was given a final chance to finish. GM Engineer Vishal Chaudhary admitted 30% lights were damaged by rain. The contractor claims installation is complete but blames the corporation for not signing a maintenance contract. Locals and RTI activist Kultar Chand Guleria question the spending on repairs for uninstalled lights. From 2019 until today, the project has faced delays.
