Kerala government wants to change rules for issuing caste certificates to linguistic minorities. Chief Minister Pinarayi Vijayan announced this in the Kerala Assembly. The state will ask the Centre to modify norms. Currently, only those who migrated before 1950 are eligible. This excludes many Tamil and Kannada speakers. Kerala wants to extend the cut-off year to 1970. A state panel recommended this change in 2019. It also suggested including Konkani speakers as linguistic minorities.
