2 min read

New Delhi, October 7, 2025 — The University Grants Commission (UGC) has officially granted recognition to 101 universities and 20 Category-1 institutions to offer Open and Distance Learning (ODL) programmes for the academic session 2025-26, beginning in July-August 2025. Additionally, 113 universities have been approved for online courses, while 13 specialized institutions will offer dedicated online learning programmes.

No AICTE Approval Needed: As per the 578th Commission decision, Central, State, and Private Universities are exempted from seeking prior AICTE approval for undergraduate, postgraduate, and PG diploma programmes in Management, Computer Applications, and Travel & Tourism under ODL or online modes. However, Deemed-to-be Universities must continue obtaining AICTE clearance.

Strict Admission Deadline: The UGC has set October 15, 2025, as the final date for student admissions across all recognized ODL and online programmes. Institutions must submit admission data through the DEB Web Portal via reverse API for compliance tracking.

Regulatory Compliance Mandatory: All approved institutions must adhere to UGC’s 2020 ODL regulations, including entry-level qualifications, admission procedures, programme duration, credit requirements, and territorial jurisdiction policies. Non-compliance may result in regulatory or legal action affecting both institutions and learners.

This initiative addresses the rising demand for flexible learning options across India, particularly benefiting students in remote and underserved regions. By removing barriers to higher education, the UGC aims to democratize access while maintaining academic quality and regulatory standards.

Official Notice: Students can verify approved institutions on the UGC Distance Education Bureau (DEB) website and ensure they meet eligibility criteria before the deadline.
