The People's Democratic Party has won the by-election in Budgam constituency, central Kashmir, ending the National Conference's hold since 1977. The seat became vacant after Chief Minister Omar Abdullah, who won both Budgam and Ganderbal in the 2024 Assembly elections, chose to retain Ganderbal. PDP candidate Aga Muntazir Mehdi defeated NC's Aga Syed Mahmood by around 4,500 votes after 13 counting rounds. This marks a dramatic reversal from September 2024, when Muntazir lost to Abdullah by over 18,000 votes. The loss highlights internal troubles within the NC, particularly visible tension between party leadership and Srinagar MP Aga Ruhullah Mehdi, who refused to campaign. Meanwhile, the PDP maintained continuous ground presence throughout the year. The BJP's candidate, Aga Syed Mohsin, secured just over 2,000 votes, finishing seventh. The NC announced its candidate only days before polling, whereas Muntazir had nearly a year to work locally. PDP president Mehbooba Mufti actively campaigned alongside legislators from other areas. The BJP fielded Aga Syed Mohsin, who secured just over 2,000 votes, finishing seventh. Abdullah accused the PDP of opposing BJP while later aligning with them, stating all forces united to defeat NC because they stood by election promises to keep BJP away.
