Prashant Kishor, the poll strategist who founded the Jan Suraaj Party and is contesting the Bihar Assembly elections, is enrolled as a voter in both West Bengal and Bihar. In West Bengal, his voter registration lists 121 Kalighat Road as his address, the location of the Trinamool Congress office in Bhabanipur, Chief Minister Mamata Banerjee's constituency. He worked with TMC as a consultant during the 2021 Assembly polls. In Bihar, he is registered under the Sasaram parliamentary constituency in the Kargahar assembly segment, with his polling station at Madhya Vidyalay, Konar, in Rohtas district. Konar is his ancestral village. According to the Representation of the People Act, 1950, no person can be registered as a voter in more than one constituency. A senior member of Kishor's team stated he applied to cancel his Bengal voter card after becoming a Bihar voter.

The Election Commission cited multiple registrations as a key reason for conducting the Special Intensive Revision of electoral rolls, beginning with Bihar. In its June 24 order, the EC noted that some electors register at new residences without deleting their names from previous rolls, causing repeated entries. The Bihar revision exercise concluded on September 30, removing approximately 68.66 lakh electors, including 7 lakh duplicate entries. Officials acknowledge that duplicates may still exist. During the Lok Sabha polls last year, the CPM objected to Kishor's voter registration in Bhabanipur, formally requesting the Election Commission to remove his name, arguing he was not a resident. Bihar's Chief Electoral Officer did not respond to queries regarding the matter.
