Bhullar, a former engineering professor, was convicted for a 1993 Delhi bomb blast that killed 9 and injured over 30. Initially sentenced to death in 2001, his punishment was changed to life imprisonment in 2014 due to mental health issues. Bhullar, born in Punjab in 1965, has been suffering from schizophrenia for 14 years. He is currently undergoing treatment at a hospital in Amritsar.
